AST and the Supply Gap Long Dominated by Japan
One of the least visible parts of the semiconductor supply chain is packaging substrate. This component forms the base on which chip dies are placed and connected to circuit boards, and for years its production capacity has been concentrated in Japan. On 29 September 2026, that concentration began to crack. Advanced Substrate Technologies (AST), a joint venture between TOPPAN Holdings and Broadcom, opened Singapore’s first Flip Chip Ball Grid Array (FC-BGA) substrate production facility. The roughly 95,000-square-meter facility in Jurong Lake District is also TOPPAN’s first FC-BGA plant outside Japan.
More Than a New Plant: Expanding the Value Layer
Singapore’s semiconductor ecosystem has been strong in wafer fabrication, IC design, and assembly and testing. AST adds a layer that was previously thin: large, high-layer-count substrates for AI and networking chips. In industry terms, FC-BGA substrates are among the hardest components to scale because they require high geometric precision, warpage control, and stable raw-material supply. The facility therefore cannot be read as ordinary capacity addition; it expands Singapore’s industrial coverage into a segment closer to high value-added production.
Addressing the AI and Data Center Bottleneck
Demand for advanced substrates is outpacing global supply as generative AI workloads and data center expansion grow. AST positions its facility to produce large-body and high-layer-count substrates used in AI computing and networking devices. In industry interviews, AST CEO Yoshiyuki Iida described the company’s ability to supply multilayer substrates to TOPPAN standards as a response to a real bottleneck in AI and networking chip production.
Impact on Local Talent and Supply Chains
Since the March 2024 groundbreaking, AST has hired more than 200 skilled engineers and technicians in Singapore. The facility also houses research and development capabilities, not only manufacturing lines, enabling collaboration with local technology institutions. For local suppliers, a high-end substrate plant opens opportunities to enter a supply chain that previously had to be served from abroad.
A Signal for Advanced Packaging Startups
AST does not directly compete with packaging startups such as Silicon Box, because they operate at different layers: AST in substrates, Silicon Box in chiplet integration and panel-level packaging. Instead, the combination strengthens Singapore’s proposition as a one-stop location for upstream and downstream advanced packaging. In the medium term, startups in metrology, process control, or packaging materials may benefit from a more complete ecosystem.
